David Lane is being awarded for reporting an overflow of the Unit 3 cooling tower water retention basin. While working on the south spur of the 100-year ditch, David noticed that the basin was reaching maximum capacity, and would soon overflow if operations personnel did not correct the issue. He immediately notified WPS supervision, SNC over site, and SNC operations personnel (OCC office). Ops personnel were able to power up skid pumps A and B, but due to a delayed response, the over-flow of basin water flooded the surrounding area at a high enough volume to undermine the “C” drainage ditch and will resort in demo and repour of numerous concrete sections. Ops personnel state that water was being routed into the turbine building for testing purposes, and an uncontrolled valve release led to the surplus of water surging into the cooling tower basin. Although the outcome was not favorable, David is still being awarded $100 safety bucks for recognizing and immediately reporting the issue in attempts to prevent the incident from occurring a 2nd time. The photos below show the damage and undermining of the C ditch approximately 3 months ago during night shift, when the cooling tower basin overflowed in an identical during operational testing fashion Repairs were made and similar damage occurred during the 2nd overflow listed on page 1.
